AI in insurance: automation for brokers and MGAs
For a broker or MGA, AI in insurance mostly concerns the work around placing risk: submissions, quotes, wordings, renewals and claims. Acturis, Open GI, SSP and CDL run the policies and accounts. We build between them: AI where it reads and compares, plain automation where the rule is fixed, and a broker deciding.
The FCA does not plan extra regulations for AI; it points to the Consumer Duty and senior managers' accountability. Its Mills Review of AI in retail financial services, published on 6 July 2026, made seven recommendations. BIBA and Markel have launched a Broker AI Academy. Insurance AI here is a tool your people check.
Where the time goes
Submissions and presentations
For commercial cover the client must make a fair presentation of the risk, and what anyone arranging the cover for it knows counts. The broker gathers schedules, claims history and last year's answers, fits them to each market's questions and checks for gaps.
Quotes across insurers
Acturis says it built eight of the UK's ten top insurer extranets, and brokers trade personal and commercial lines through its panel. Open market risks go out by email or a placing platform. Quotes return in each insurer's own format.
Renewals and mid-term adjustments
Each renewal needs fresh information, a re-quote or remarket, and a demands and needs statement before the contract is concluded. Moving a home or motor client to another panel insurer still counts as a renewal for the broker. Mid-term adjustments arrive all year.
Claims
The broker notifies the insurer, sends documents and chases. The insurer must handle claims promptly and fairly, give the policyholder information on progress and settle promptly once terms are agreed. Every chase and promise to the client belongs on the file.
Client money and bordereaux
Premiums and claims money pass through client accounts under CASS 5, or are held as the insurer's agent. Scheme and delegated authority business needs bordereaux; delegated underwriting through coverholders is about 45% of Lloyd's premium income.
The systems you already run
Acturis
Software as a service for brokers, insurers and MGAs; over 850 partners transact more than £18.5bn of UK premium a year on it. It offers API capabilities and two-way integration with third parties.
Open GI
Policy administration for commercial and personal lines, from quote and buy to adjustments and renewals, with client money and IBA ledgers and bordereau production. We would connect with Open GI's agreement, or through its reports.
SSP and CDL Strata
SSP's broker software covers policy administration, claims, accounts and reporting, and exchanges data with insurers. CDL Strata sells and administers personal and commercial lines across the web, comparison sites and contact centres, with an open interface.
Whitespace, Artificial and PPL
Whitespace, a digital placing platform, is built on APIs and publishes an API catalogue. Artificial reads MRC slips, ACORD forms and schedules of values with AI, has an open API and sends risks to PPL.
Outlook and shared inboxes
Submissions, insurer replies and claim notifications arrive by email. Microsoft Graph documents access to Outlook mail in personal and shared mailboxes, where most of our work starts.
What we would build
Submission builder
Reads the client's schedules, claims history and last year's presentation from your inbox into one risk record, drafts the presentation for each market and lists what looks missing. The broker checks and sends it; every change is logged.
Quote and wording comparison
Lays returned quotes and wordings side by side: limits, excesses, exclusions and subjectivities, each linked to its clause. A wording changed at renewal is flagged against last year's. The broker reads the differences and decides.
Renewal and claims chasers
Takes the renewal list from your platform's report, asks clients for updated information on set days and drafts the demands and needs statement for the broker to confirm. Claims are logged against the policy, with a prompt when an insurer goes quiet.
Money, bordereaux and outcomes data
Matches client bank lines to the ledger, builds bordereaux in each insurer's format, runs the eight-week clock on complaints and gathers the outcomes data your governing body reviews each year under the Consumer Duty.
Where AI helps
AI should not recommend cover, set a price, decide a claim or judge a customer's vulnerability alone. Demands and needs rest on what the customer told you, and the claim decision is the insurer's. A significant decision with no meaningful human involvement needs UK GDPR safeguards, including human intervention and a right to contest.
- Reading submissions, schedules and claims histories into a draft presentation, with the account handler checking each figure before it goes to market.
- Comparing quotes and wordings clause by clause, with the broker reading every difference before recommending cover.
- Turning call notes into a file note and a draft demands and needs statement, with the broker confirming both with the client.
How we would start
We would start with one renewal month on one book, such as SME package: where client information arrives, how it reaches insurers and what the broker checks. The first working version would take the renewal list from your platform's report, chase clients from one shared inbox, read replies into a draft presentation and lay the quotes side by side, with the account handler signing off.
That first stage, the design and a written scope, typically takes one to three weeks. Like every stage, its price is fixed and agreed before it starts, and you can stop after it. How a project runs
Rules we build around
The software keeps the records these ask for. The duties stay with you.
Consumer Duty (PRIN 2A) and PROD 4.3
Act to deliver good outcomes for retail customers and monitor them; at least annually the governing body reviews and approves a report on those outcomes. A distributor must understand how its remuneration, and any premium finance it offers, affects a product's value.
ICOBS 5.2 and ICOBS 6B
Before each contract, specify the customer's demands and needs from information they gave, and give them a statement. Since 1 January 2022, any part of a consumer's home or motor renewal price an intermediary sets must be no higher than for new business.
DISP 1.5 and DISP 1.6
Unless a complaint is resolved by the third business day, acknowledge it promptly in writing, keep the complainant informed, and within eight weeks send a final response or explain the delay, with the Financial Ombudsman Service leaflet and website address. One resolved sooner needs a summary resolution communication.
CASS 5
Covers money received or held in connection with insurance distribution. Holding premiums or claims money as an insurer's agent needs a written agreement first; clients must be told, and the agreement kept for six years after it ends.
Insurance Act 2015, sections 3 and 4
For non-consumer insurance, the insured must disclose every material circumstance it knows or ought to know, or enough to put a prudent insurer on notice. Ought to know means what a reasonable search would reveal, including information held by its agents.
Questions
Our broking platform already has AI. Do we need anything else?
Perhaps not. Acturis points to AI for improving underwriting and upselling, and Cytora digitises submissions, with a human review step. If a product covers the job, buying it is the better answer. We build what sits between systems and is still done by hand.
Will it work with Acturis or Open GI?
Both connect to insurers and third parties. We found no public API documentation for Acturis or Open GI, so we would agree access with the vendor and use their reports meanwhile.
We are an MGA. What changes for us?
Since 9 December 2025, firms making a non-investment insurance product together may name an insurer or managing agent with significant involvement in it as lead firm, solely responsible for the manufacturer rules. An intermediary cannot be lead; where an MGA designed the main parts, generally neither can the insurer, so a written agreement sets out each firm's role.
Do we need bespoke insurance software development?
Often only a little. Configure your broking platform first. Bespoke insurance software development earns its place where work crosses systems: inbox to platform, platform to bordereaux, or several insurers' quotes into one comparison.
